WINNIPEG (CBC) - A Pentagon investigation has found that military bases in the United States are not sufficiently prepared to prevent attacks similar to the Fort Hood massacre last year, Defence Secretary Robert Gates said Friday.
Commanders must be encouraged to intervene if they believe someone within the ranks is a potential threat, Gates said during a news conference. He asked Army Secretary John McHugh to make changes and said he expects new policies to be in place by summer.
Gates made his remarks ahead of the release of the investigation report Friday. The document stated the U.S. military "did not have a comprehensive training program focused on internal threats regardless of the target."
The internal review of the events that took place at the Ford Hood military base in Texas on Nov. 5 revealed that supervisors had repeatedly complained about the erratic behaviour and religious zealotry of the soldier accused of carrying out the shooting rampage, Maj. Nidal Hasan.
A military psychiatrist at Fort Hood, Hasan is charged with killing 13 people and injuring 43 in one of the deadliest mass shootings to ever take place at an American military base.
Despite the documented concerns about Hasan, he was regularly praised in performance reviews and promoted through the ranks.
The report said that a number of medical officials failed to show "appropriate judgment and standards of officership" when conducting performance reviews of the alleged shooter.
Two officials familiar with the case, speaking on condition of anonymity, said the U.S. military may reprimand up to eight officers in relation to the incident.
Among the review's findings is that Hasan's top-level security clearance was not properly investigated. Had policies been followed properly, investigators say his clearance might have been revoked "and his continued service and pending deployment would have been subject to increased scrutiny."
Gates, who ordered the investigation two weeks after the shooting, declined to discuss disciplinary action or specifics of the review. He did say the findings showed that "it is clear that as a department we have not done enough to adapt to the evolving internal security threat."
Gates also said it demonstrates that the Pentagon "is burdened by 20th century processes and attitudes mostly rooted in the Cold War."
The report included several recommendations for the U.S. military to help prevent another incident like the Fort Hood shooting.
One key suggestion is for the military to develop programs to train base officers to recognize suspicious behaviour among fellow troops and colleagues. The review noted that several organizations, including the navy and the U.S. Postal Service, already have similar programs in place.
Another recommendation is to provide base supervisors with clear guidelines regarding religious accommodation to help them distinguish between appropriate religious practice and behaviour that "may indicate a potential for violence or self-radicalization."

Yemeni airstrike targets top al Qaeda leaders

The leader and the second in command of Al Qaeda in the Arabian Peninsula, as well as a radical, Yemeni-American cleric who is said to have inspired the Ft. Hood massacre, are said to have been killed during an airstrike in Yemen today, according to Yemeni officials. The deaths have not been confirmed by the US.
The Yemeni Air Force targeted Nasir al Wuhayshi, the leader of al Qaeda in the Arabian Peninsula, and his deputy Said al Shihri, as they gathered for a high-level meeting of Al Qaeda in the Arabian Peninsula.
The terror group's top leaders were thought to have been gathering at the home of Anwar al Awlaki, the Yemeni-American cleric who provided religious justification for US Army Major Nidal Hasan to carry out a deadly shooting spree against US soldiers in Ft. Hood, Texas.
Wuhayshi and Shihri are said to have held the meeting at Awlaki's home to plot a response to last week's controversial cruise missile attack against terror camps in Sana'a and Abyan, Saba News, the official outlet of the Yemeni government, reported. The strike took place in the Al Said district in the Shabwa province. The government claimed that "about 30 al Qaeda suspects from Yemeni and foreign nationalities" were killed.
Wuhayshi is thought to have survived the strike, but the status of Shihri and Awlaki is unknown, according to the Yemen Observer.
US officials contacted by The Long War Journal would not comment on the status of Wuhayshi, Shihri, or Awlaki, nor would they discuss any US role in today's strike. The US carried out the Dec. 17 strike using air-launched cruise missiles.
The Yemeni government claimed 34 al Qaeda operatives were killed during the Dec. 17 strikes, including Abu Salih al Kazimi and two wanted Saudis, two Egyptians, and two Chechens. Kazimi commanded a terror training camp in Abyan and was the leader of a cell that killed eight Spanish tourists in Marib in July 2007. Opposition figures in Abyan claimed that 81 civilians were killed and 213 were wounded, all of them civilians. But al Mohammed Saleh al Awlaki, an al Qaeda leader in the region, addressed a crowd in Abyan and said the group's fight is against the US and that the group not wish to target the Yemeni military.
Wuhayshi is a top al Qaeda commander and a rising star in the organization. Wuhayshi served as Osama bin Laden's aide-de-camp and was one of 23 al Qaeda operatives to escape from a Yemeni jail in 2006. He is considered to be a top contender to take command of the global terror network if al Qaeda's central leadership based in Pakistan is decapitated in Pakistan, a senior US military intelligence official who closely tracks al Qaeda's network told The Long War Journal.
Shihri is a Saudi citizen who was detained by the US and transferred to Guantanamo Bay for his connections to al Qaeda. He served as an "al Qaeda travel facilitator" in Mashad, Iran, where he would help al Qaeda operatives enter Afghanistan. He was also connected to the Saudi 'charity' al Wafa, which has been designated under Executive Order 13224 as a terrorist organization and is briefly mentioned in the 9/11 Commission’s report as an al Qaeda front.
Shihri was released from Guantánamo in November of 2007 and placed into Saudi custody, where he then entered a rehabilitation program for former jihadists that is run by the government. Shihri played a direct role in al Qaeda’s attack on the American embassy in Sana'a, Yemen's capital, in September of 2008. That attack killed 10 civilians, along with six terrorists.
Awlaki is believed to be the cleric for three of the Sept. 11 hijackers. He fled to Yemen in 2002 after coming under suspicion and is associated with a Yemeni university run by Abdulmajeed al Zindani, Osama bin Laden’s spiritual advisor. Awlaki was in direct email communication with Major Hasan before the latter killed 13 US soldiers and civilians at a staging center for troops deploying overseas. Awlaki recently disclosed his conversations with Hasan to Al Jazeera.
"He was asking about killing American soldiers and officers. [He asked] whether this is a religiously legitimate act or not," al Awlaki told Aljazeera.net, according to a report in CBS News.
"The first message was asking for an edict regarding the [possibility] of a Muslim soldier killing his colleagues who serve with him in the American army," Awlaki continued. "In other messages, Nidal was clarifying his position regarding the killing of Israeli civilians. He was in support of this, and in his messages he mentioned the religious justifications for targeting the Jews with missiles. Then there were some messages in which he asked for a way through which he could transfer some funds to us [and by this] participate in charitable activities."

ANWAR AWLAKI OR MUHAMMAD?
Anwar Awlaki is acting contrary to the example of the Prophet of God - as is every single one who thinks by rebellion and war alone, will Muslims gain dignity, honour and power.
For CENTURIES, Muslim theologians were also the scholars of philosophy, medicine, sociology and so on. Today, only a handful of (traditionally-trained) Muslim scholars can engage the works of Plato and Aristotle. Heck, some say to even learn philosophy is blasphemy - and they have the decapitated heads to prove it.
I agree we should go back into the Golden Age of Islam but that supposes we are masters of knowledge, faithful to God and respectful of all humanity. Peace, Justice - this is what Islam calls for. Jihad was supposed to be a means to an end - not the very goal we strive for. But what would Allah know about that right?
For CENTURIES, Christians, Jews and Muslims lived in peace and harmony and created an environment in which great learning spread through the lands. Jewish linguists took great benefit from the scholars of Arabic language. Christians took back with them, the very philosophical foundations of the Enlightenment (all of the major Enlightenment scholars are post Muslim Spain).
Today, this environment is found only in the West we love to condemn. True, it has its failings but that is a part of the human experience. Stop trying to push this idea of a magical, Islam-land in which everyone is like the Sahaba. That is NOT the reality.
These great things that Muslims achieved in those centuries was a direct result of what Islam taught them. The Crusades were not called for by Muslims and every historical account shows Muslims acted far more justly than the Christian Crusaders. Need we cite the magnanimity of Salahuddin Al Ayyubi during this period? We look to him only as a General who routed the Christians and recaptured Jerusalem yet we forget HOW he did it: high moral ground folks. Richard the Lionheart was most impressed with him. Read about the Knights Templar and how much respect they had for their Muslim opponents. THOSE were days of chivalry and honour - today, we put cooking pots with explosives in it - blow up 10 Muslims to kill one Infidel and we call it Jihad?! How about you FEED the people with those pots? Crazy idea, I know.
Let's go right back to the originator of the Great Example: after years of torture and persecution by the pagan Arabs, and even after he was in a position of superiority over them, what did Muhammad (Peace Be Upon Him) do when he returned victorious to Mecca?
Did he slay everyone? Did he kill their children? Destroy their crops? Their buildings? The stables for their animals? Did he then go on a killing spree of every non Muslim?
"Go - you are free" is what everyone knows from the reliable Islamic sources. He gave amnesty to one of his worst enemies, Abu Sufyan.
Now you know why he was called Mercy to the Worlds - why his number one quality was trustworthiness and not deception, honesty not propaganda, love not hate.
Today, so-called "Shuyukh" like Anwar al-Awlaki feed Muslim minds with emotion; with ideas that sound very Islamic but are totally against the example of our human role model. Teaching our youth to go and fight instead of making something in which ALL people in the world can benefit. Where are our masters of science? Where are those wonders of poetry, of math, of trade?
They blew themselves up yesterday in Jihad - they were still only in their 20's. You are sending boys to be killed for only one reason: you are not man enough yourself.
Anwar Awlaki, I ask you: how do you think Ft. Hood's attack benefits the Deen of Allah? How does peace come upon the earth by these actions? There are millions of us living in the West who have this crazy idea that people should come to know Allah - Who He is and what He expects from us, "..in a way that is kind and just".
Anwar Awlaki: Repent and reflect on the error of this death-cult of perpetual jihad against everyone, everywhere, at all times by self-righteousness labels of who is a murtad, a munafiq and a kafir as if Hudhayfah Ibn Al Yaman's list is in your hands.
You prevent people from knowing Allah and that is a crime I find you guilty of.
